Frequently Asked Questions

Answers to the most common questions about Traffic Plan services.

Services

Traffic Plan provides traffic studies, Sustainable Urban Mobility Plans (SUMPs), opportunity and service delegation studies, background studies for General Urban Plans (PUG), technical documentation (DTAC/building permits), traffic management plans, parking policy studies and feasibility studies. The company covers the full life cycle of a road infrastructure project, from traffic data collection to the final technical documentation.

A traffic study is an analysis of vehicle and pedestrian flows in a given area, used to support planning, regulatory or infrastructure investment decisions. It is required when building or upgrading roads, developing residential or commercial projects, obtaining building permits, and as a basis for mobility plans. The study includes traffic counts, modelling and recommendations.

A SUMP is a strategic document that plans a locality's mobility over the long term, integrating public transport, car traffic, walking and cycling. It is mandatory for accessing many European funds dedicated to urban mobility and for cities updating their development strategy. Traffic Plan has developed SUMPs for municipalities and towns across several counties.

Process

A collaboration starts with an analysis of the project requirements, followed by field data collection (traffic counts, measurements), data analysis and modelling, and delivery of the final technical documentation. Each stage complies with the technical standards in force, and the client receives clear deliverables at the end of each phase.

The client receives the complete technical documentation specific to the project type: study reports, plans, traffic models, recommendations and, where applicable, the documentation required for permits and approvals. All materials are prepared in accordance with the applicable Romanian and European standards.

The duration depends on the complexity and scale of the project, the area analysed and the amount of field data to be collected. A localised traffic study is completed faster than a city-wide SUMP, which involves extensive data collection and consultations. Exact timelines are agreed at the start of the collaboration, based on the specifics of each project.

Technical & Legal

A traffic study is generally mandatory when authorising investments that generate significant additional traffic — shopping centres, residential developments, industrial facilities — as well as for road infrastructure upgrades. The specific requirements are set by the permitting authority and the technical standards in force.

Yes, Traffic Plan prepares the technical documentation required to obtain traffic and road infrastructure permits and approvals, including DTAC/building permit documentation. The documentation complies with the requirements of the competent authorities and the applicable standards.
