Traffic Plan prepares opportunity studies that provide the technical, economic and strategic justification for a transport infrastructure investment. The opportunity study answers the question “why, and why now?” ahead of the design and feasibility stages, giving public authorities and investors a solid, data-driven basis for the efficient allocation of resources.
What an opportunity study justifies
The opportunity study establishes the need for and the opportunity of an investment, analyses the available alternatives and justifies the proposed solution against the identified mobility needs. Unlike the feasibility study, which details the selected technical solution, the opportunity study focuses on demonstrating that the investment is necessary, justified and a priority. It typically includes:
- an analysis of the existing situation and mobility deficiencies;
- the definition of objectives and expected results;
- the identification and comparison of alternatives, including the “do nothing” scenario;
- a preliminary estimate of costs, benefits and impact;
- the justification of the opportunity and the recommendation of the optimal solution.

The studies are prepared in accordance with the legal framework applicable to public investments and service delegation, in particular Government Decision no. 907/2016 on technical-economic documentation for publicly funded investment objectives, Regulation (EC) No 1370/2007 on the organisation and financing of public passenger transport services by rail and road, and Law no. 92/2007 on public passenger transport services in administrative-territorial units in Romania, which transposes Regulation 1370/2007 at national level.
